1. Submit the DCC eligibility inquiry. Success is a 200 regardless of the eligibility outcome; branch on `inquiryResult.dccOffered`. When true, the response includes a `dccOffer` with the quote fields needed for a subsequent DCC-enabled sale or unreferenced refund.
