Submit an EBT balance inquiry and return the card's benefit balance.

1. Submit the EBT balance inquiry. The card is sent as raw keyed card details (`card.type == card`); to query by token instead, send a `singleUseToken` variant of the polymorphic `card` object. The gateway returns 200 even on a decline, so successCriteria also asserts `responseCode == A` to confirm the processor approved the inquiry.
